What if the columns are fixed-width rather than delimited?

That is supported directly. You give the column boundaries — or accept the ones DataTray detected — and it reads the file by position.

My file has a header block before the data. Can it skip that?

Yes. You set which row the header is on and how many lines to skip before it.

Accented characters came out as gibberish. Can this fix it?

Yes — that is an encoding mismatch, and DataTray lets you set the input encoding explicitly and shows you a preview before writing.
